CI cleanup

Version bumping and alligning

• node 18 -> 22 (18 was EOL)
• updated CF build version 2->3 on lt.com (needed for node 22 and also brings it in line with

clean up

• removed deprecated pnpm build env variable (only turned on on lt.com and it got overriden by packagemanger. Plus having all version control repo site seems better practice as well )
• removed old deprecated navbar
• removed GH actions build trigger for deprecated monorepo branch

optimisations

• made linter ignore lockfile for more build speed

check and add better latah

• vale re-enabled only as warning
• allowlists pnpm labs
• autoinstallpeers dropped as no-op

(for lt.com)

• filled in allowbuilds placeholders with real booleans ??
  • also onlybuilddepends fallback
• .nvmr actions
  • v3 -> v6/7 and action setup v4 -> v6
  • --frozen lockfile concurrency?
  • check prettier version debug step removed with low noise depandepod.yml added instead?
  • Yaml passed the repos own prettier check and .nvmrc doesnt trip it? (behaves like existing gitigignore / .npmrc)
  • Before adding --frozen-lockfile to lt.com I checked its lockfile is genuinely in sync: the only two mismatches are explained by its overrides block, and labs' 11 apparent mismatches are all auto-installed peerDependencies.

Todo after merge:

Add deoandabot for auto updating

- runs every x amount of time (set it to monthly) and opens PR for version bumps automatically with release notes in the description. 
	- (also security PR's for when depends have published vulnaribilities)
	- config in depandabot.yml

depend major version update/migration

• for astro, ts, canius and svelte

fix _redirects

• has 2 duplicate rules ignored at line 120 and 125 for CJ paths
• add the redirects for the changed BP doc urls
