Think you already know, but the discovery protocol from Dahua and Hikvision (probably other manufacturers too) can be used with the device IP as well, this by only replacing the multicast/broadcast address with the device IP.
You haven't considered implementing/developing so that the scanner can take device IP, so that the scanner can actively scan specific addresses and/or a range of addresses?
