The active projects api is used by the TM-Extractor to get active projects and generate the data downloads for the active projects from osm. Since sandbox projects changes are only uploaded to the sandbox, the sandbox projects should not be present in this api which raw data downloader shoots. Filtered out sandbox projects from the active projects api for this reason.
