Adds an "Open in Vod Annotator" button to the Neutral Analysis panel, shown only when the game has an attached YouTube video and a perspective is selected. Exports all neutral wins/losses (from the selected perspective) and notes, regardless of filter toggles, as a Vod Annotator share URL (v2 format: kinds w/l/memo).
Requires the companion vod-annotator change (Memo.kind + v2 serializer) to be deployed first; the currently deployed Vod Annotator rejects v2 links.
Tests: vodAnnotatorExport.test.ts, including fixtures shared with vod-annotator's serializer spec.
