What this PR does / why we need it:
This PR introduces an endpoint to list all quiz evaluations. This is needed for quiz reporting in Admin UI alongside hobbyfarm/admin-ui#254. Moreover, it adds quiz permissions to the default roles
scheduledevent-proctorandcontent-creator.
