Records the decision that repositories_workflow_permissions_are_restricted is switched off in Laravel Moat for this repository: write permissions are granted per job on purpose (auto-merge, changelog/release commits, publishing, deploys), and the check flags every write grant.

# Write permissions are granted per job on purpose (auto-merge of Dependabot PRs, changelog and
# release commits, package/image publishing, deploys, cache pruning). The workflow-level default is
# read-only. The check flags every `write` grant, so it cannot tell a needed one from an accidental one.
