]manual_seconds (Blueprint-imported hours) get added to a project's first approved ship's approved_public_seconds, but never count toward submitted hours (no Recording backs them). This inflated the approved total past the submitted total, so the "Unreviewed Hours" chart showed 0 backlog even with real pending TA reviews.
