Describe the contribution
Bumps the libs/fprime_cfs and apps/fprime_app submodules to their current devel heads, picking up:

This completes the direct cFS GroundSystem path merged in #18: the TO_LAB subscription table's 0x0820 message id now matches the APID published by the flight dictionary.

Testing performed

  1. make SIMULATION=native prep && make && make install
  2. Ran core-cpu1 with fprime-gds (TCP :15010) and executed the integration suite: pytest test_fprime_cfs_reference.py --dictionary <dict> --deployment-config int_config.json — 5 passed
  3. Ran fprime-cfs end-to-end: GroundSystem Health page (packet id 0x820) received telemetry through TO_LAB after CMD_NO_OP through CI_LAB

Expected behavior changes

  • Behavior Change: F Prime packetized telemetry now flows on message id 0x0820 (previously 0x0804), clear of the default cFE core housekeeping telemetry topics. No API change.

System(s) tested on

  • Hardware: PC (x86_64)
  • OS: Ubuntu 22.04
  • Versions: cFE/cFS bundle pinned in this repository; fprime-gds 4.2.1

Additional context
Final PR of the cFS GroundSystem integration series (fprime_cfs#22, fprime_app#13, #18).
