WGs should be able to raise money both from FOSSU, as well as externally. The real world isn't "free". Budget is empowerment. This is a formalization of existing practices. - The "virtual" events working groups have been raising money for events from external sponsors. - Video volunteers were able to spend Rs 15,600 from FOSSU budget and procure USB video capture boxes.

"funding" can be broadened to "resources"? In addition to money, workgroups may require say "using a FU storage drive" (instead of buying a new one), a subdomain on fossunited.org, a VPS, an official x@fossunited.org mailing address to send out emails etc. |
"Resources" has a very broad meaning - and very context specific. E.g. in the IT services industry "resources" means "people" ... "funding" is direct - and has close to a single meaning - less ambiguity is desirable in the charter. That's why IMO we should stick to it. Observe the wording very carefully --- internal funds is a "request", while external funds is a "raise" that is compliant to broad FOSSU policies. Now - coming to "resources".. the kind of resources you are talking about will be "services" that are provided by a technical working group, the charter for which I am working on separately. Technical group will own things such as the platform as well. At least that's how I am thinking about it. |

We think of working groups as the default mechanism to execute activities and initiatives. It is important to mention the ability to raise funds, so that existing and upcoming volunteers can see the empowerment aspect.
