Phase 6A — P0 Visual Stabilization

Based on the supplied UI screenshots, this phase fixes only the blocking visual defects before any contrast/token polish.

Overlay stack

• App header remains at z-30
• modal/sheet overlays at z-50
• Dialog, AlertDialog and Sheet content at z-60
• Dropdown and Select portals at z-70
• Tooltip portals at z-80
• fixes Sheet headers/close controls being hidden behind sticky app chrome
• fixes action/account menus rendering underneath application layers

Sidebar

• correct responsive + data-state variant ordering for the 72px collapsed rail
• center navigation icons in collapsed mode
• show the proper expand/collapse icon and accessible label
• stabilize the compact account trigger and open its menu to the right of the rail

Charts

• Dashboard chart uses root --ui-chart-* tokens directly
• disable Recharts entrance animation for deterministic rendering
• compact chart axes without repeated Rp prefix to prevent wrapped/clipped values
• strengthen dashboard strokes and report bar visibility

Regression

• add Phase 6A source gates for overlay layer ordering
• lock sidebar rail behavior
• lock deterministic chart rendering and compact axes

No Phase 6B contrast/token changes are included.
