Add the merged session-adoption and recoverable-history error fix from #10472 and refresh pinned guide links to the qualified code commit. Verification: release catalog validation, all 11 release-note tests, rendered bilingual output and the first-parent release range were reviewed; only release-notes/releases.json changes.

Refresh v1.38.10 notes for the merged release-qualification and migration fixes. Preserve the previously reviewed bilingual catalog, add the verified session-adoption/history-recovery change from #10472, and pin guide links to main-v2 code commit 1a6d490.
Validation: catalog validation, all 11 release-note tests, bilingual rendering and the first-parent release range passed review. The final diff changes only the release catalog (22 additions, 6 deletions).
Documentation-impact: updated - reviewed bilingual v1.38.10 release notes.
