Summary

Pin upstream ONNX Runtime v1.29.0 and reset the stable package revision to r1.
Update the README release examples and current upstream base.
Add the 1.29.0-r1 changelog entry with the exact upstream commit.

Validation

Both maintained patches apply sequentially to upstream v1.29.0.
Portable C++ smoke test configures and compiles against the v1.29.0 headers.
ShellCheck, Bash syntax, JSON configuration, metadata, and diff checks pass.
