Proposal: Full-content RSS for the blog template

The blog feed currently publishes excerpts only. This plan preserves the existing excerpt and adds rendered Portable Text bodies to content:encoded, including image URLs, alternative text, and captions. It also defines per-post fallback and the Cloudflare Worker runtime question.
