Proposal: proposals/sandbox-plugin-database-adapters.md

The proposal covers using the site-configured Cloudflare database for sandboxed plugin bridge calls, including D1, Hyperdrive/PostgreSQL, and Durable Objects SQL. It also defines the bridge surfaces and lifecycle that need adapter-aware handling. The RFC remains proposed and is a draft while a Maintainer sponsor and the legacy bridge-construction contract are unresolved.
