Description

Switch to use pymetkit's paramDB

Removes our custom retrieval from codes.ecmwf.int and enables more consistent use of a local db, paving the way for other organisations to provide their own mappings.

Note

Requires: ecmwf/metkit#185

API is unchanged, with existing functions aliasing, pymetkit's functions directly.

As a contributor to the Anemoi framework, please ensure that your changes include unit tests, updates to any affected dependencies and documentation, and have been tested in a parallel setting (i.e., with multiple GPUs).
