This PR is to update content of #174 and partially #179, and includes:

  • drop duplicates for transect csv earlier for safeguard when determining what has been updated in the transect file
  • consolidate 2 event handlers to a single FileChangeHandler for both the file and directory watcher
  • combine content of raw_monitor.py and transect_minotor.py to operations/operations_watchdog.py
