Move API urls info config file. Cleaning some of the original code. IMPORTANT: You must set recaptcha_api* configuration settings in config.inc.php !!! See config.inc.php-dist for predefined values.

I'd like to merge the two trees for support for the new recapcha api, and the nocapcha recapcha.
