add time-awareness polling tick extension

Motivation

Issue #76: agents receive no signal that time has passed between turns. An agent in a long-running session cannot proactively check deadlines, estimate remaining budget, or pace work against real-world constraints.

Solution

A lightweight time-tick extension that shows a status line with elapsed session time and time since last user input, updating at a configurable interval (default 5 minutes, override via PI_TIME_TICK_INTERVAL_MS). Uses only setStatus — no model turns triggered, no sendMessage, no token consumption beyond the timer itself.

Validation

RED observed (test failed against missing module), GREEN after: time-tick suite 4/4 (configurable interval, elapsed+idle status, input tracking and cleanup, no model turns).
