Command dialog small fixes

Fixes:

• Alignment of key-val inputs (directives, env vars etc) in Edit Runtime form (broken by Fix TypeError in cylc message mutation form #2302)
• Command menu closing when clicking inside of a subsequent dialog (broken by fix(deps): update dependency vuetify to v3.11.8 #2441)
  • The menu should be kept open until the user successfully submits the command, otherwise they might wish to go back and choose another command
