Toolbar: Thoughts beside an open Sort or Bullet Style dropdown cannot be tapped #5977

The same happens with the Bullet Style dropdown. With #5965 applied, it also happens on iOS with the Text Color and Letter Case dropdowns, which on Android still pass taps through to the thoughts.

Steps to Reproduce

- aaa

1. Tap the Sort toolbar button to open the Sort Picker.
2. Tap aaa.

Current Behavior

Nothing happens. The cursor does not move to aaa. The horizontal band occupied by the toolbar and its open dropdown acts as a scroll area, so taps and gestures in it never reach the thoughts.

Expected Behavior

In this case

With the Sort Picker open, tapping aaa should set the cursor on aaa.

In general

While a toolbar dropdown (Sort, Bullet Style, Text Color, Letter Case) is open, the area around the toolbar buttons and dropdown options should remain a gesture zone on every platform. Taps there should reach the thoughts beneath, and gestures there should execute, as they do on Android with Text Color open.

Notes

• Let the toolbar scroll on iOS while Text Color or Letter Case is open #5965 makes the toolbar scrollable on iOS while Text Color or Letter Case is open (Toolbar is not scrollable when Text Color or Text Case is active #3462) by turning pointer events back on for #toolbar, which removes the tap-through on iOS. A fix here should keep the toolbar scrollable while a dropdown is open.
