Establishes the first automated CI baseline for AES maintenance. The workflow now runs only for pull requests targeting
masterand published releases, preserving the existing GCC configuration/NIST coverage while adding Clang ASan/UBSan, Windows MSVC, and pinned Cppcheck coverage.Ordinary builds no longer depend on an ambient Cppcheck installation, and test-only portability updates allow the same tests to run under MSVC. No uAES runtime code or public API changed.
Merge condition: all four CI jobs must pass on this exact commit. Simulated architecture coverage remains a separate follow-up.
