This is a modification of the neocortex library (https://github.com/scienceai/neocortex) for executing neural networks in JavaScript. The modifications cover: adding suport for RepeatVector and TimeDistributedDense layers, along with fixing a bug in the JSZ* functions and supporting custom network encodings.
