feat(desktop): add native Herdr integration

Summary

• add a local Herdr plugin that mirrors normalized agent attention into Petdex without overriding richer direct hooks by default
• preserve Herdr pane IDs so clicking a bubble can focus the originating pane
• surface live Herdr availability and plugin status in native Settings with official artwork
• compact stacked bubbles to their actual content height and load historical agent artwork before first render
• fix the native Settings background so its theme colors render correctly
