Adds a new style for Bluebook 22nd edition (2025) law review footnotes with mandatory perma.cc archiving per Rule 18.2.1(d).

Key improvements over the base bluebook-law-review style:

  • Outputs [https://perma.cc/...] archive bracket for web sources (Place field = perma.cc URL)
  • Supra comma fix: "Author, supra note 3, at 45" (was missing comma in base)
  • Choi-style at_page macro: handles page ("at X"), ¶, and n. locators
  • Legislation support (§ sections, no-supra short form)
  • Legal case short-form subsequent citation (Rule 10)
  • forthcoming/status output (Rule 17)
  • URL suppressed for journal articles, books, cases, and statutes per Bluebook practice

Companion to the Perma Archiver Zotero plugin (github.com/kirinccchang/zotero-perma-archiver).

The existing `bluebook-law-review` style does not implement the mandatory 
web archiving requirement added in Bluebook 22nd edition (2025), Rule 18.2.1(d).

This style extends the base with:
- perma.cc archive URL output in square brackets per Rule 18.2.1(d)
- Supra comma fix ("Author, supra note 3, at 45")
- Choi-style at_page macro (¶ and n. locators)  
- Legislation type support (§ sections)
- Legal case short-form subsequent (not supra, per Rule 10)
- Forthcoming/status output (Rule 17)
- ibid-with-locator handled separately

Tested on Zotero 8.0.5, macOS Sequoia 15.7.1.
