Add Bluebook Law Review (perma.cc)#8139

The existing `bluebook-law-review` style does not implement the mandatory
web archiving requirement added in Bluebook 22nd edition (2025), Rule 18.2.1(d).
This style extends the base with:
- perma.cc archive URL output in square brackets per Rule 18.2.1(d)
- Supra comma fix ("Author, supra note 3, at 45")
- Choi-style at_page macro (¶ and n. locators)
- Legislation type support (§ sections)
- Legal case short-form subsequent (not supra, per Rule 10)
- Forthcoming/status output (Rule 17)
- ibid-with-locator handled separately
Tested on Zotero 8.0.5, macOS Sequoia 15.7.1.
