docs(reference): plugins and commands pages, as of career-ops v1.38.0 - #225

Two English reference pages, generated from the core at 97f67c6cc56c0d1f65cc52fb7c5f3c59ad430812 (22 Oct 2026) by scripts/community-snapshot.mjs: - /docs/reference/plugins: the 11 registry plugins with their authors, the job boards whose market the core's SUPPORTED_JOB_BOARDS.md names, how to write a plugin, and one community project. - /docs/reference/commands: the 40 commands of the README Usage block, with a link to each mode page. Cross-links from Modes and Portals, both pages in the Reference sidebar and in llms.txt. No schema change, no translated twins: the pages emit no hreflang and the locale URLs redirect to English. The two legitimate totals (providers/ modules and the supported list) differ and move with every merge, so public copy uses "more than 100". The snapshot script keeps the exact number in its log and stops if it drops to 100 or less. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
