Build the highlighter over Docling output #40

Problem

Evidence is selected by highlighting source documents that Docling has converted.

Proposed solution

A highlighter UI/operation over Docling-converted output that captures the selected span plus its provenance.

Acceptance Criteria

• A user can highlight a span of Docling output.
• The highlight captures source, location, and category.
• Highlights become Package items.
