Adds the in-docs mainnet v1.3 upgrade page (
v132.mdx, axelardv1.3.2) and points the Mainnet axelard > v1.3 sidebar entry at it instead of the externalaxelar-contract-deploymentsrelease note.resources/mainnet/upgrades/v132.mdx— new pagenavigation.ts—v1.3href: external GitHub link →/resources/mainnet/upgrades/v132/Brings mainnet in line with testnet, whose v1.3.1 entry already links to an internal page. Touches a different nav line than the v1.4.7 PR (#1449), so the two merge cleanly.
