Medical - Add AI addon

When merged this pull request will:

• Add ACE Medical AI
  • Modify AI behavior to follow ACE Medical Core workflow when a member falls unconscious:
    1. Apply bandage (if bleeding)
    2. Apply saline (if blood volume below uncon threshold)
    3. Heal with medical kit (if in second chance and too injured for epinephrine)
    4. Apply epinephrine (if in second chance)
  • Improve group-level medic selection by waiting for busy medics instead of cancelling the healing
