This updates
xurlstderr errors so agents can tell what happened and what to do next. Unsupported providers and capabilities now include actionable next steps, missing local data now includes evidence such assearched_roots, and the CLI points unsupported provider requests to GitHub issues.It also syncs the user docs and skill docs with the new error contract and updates CLI coverage for the revised stderr output.
