Optionally skip empty directories when using datasetScan by setting the attribute <datasetScan ... excludeEmptyDirs="true"> Closes Unidata#641
Additionally, parameterize the schema version in the docs build.
Relocate InvCatalog, xlink, and queryCapability schemas from netCDF-Java repo.
