Scope
Append a distinct basis-point target descriptor for new iPulse batches. Keep the existing Batch 6 descriptor, immutable forecast rows, receipts and resolver paths unchanged. Add an optional reviewed plan export and a regression test for the historical binding.

This is the bounded follow-up needed for the owner-approved staging and production Batch 7 publication.
