Summary

move shared confirmation dialog actions out of the scrollable content area
pin transaction review actions in DialogBody's bottom action slot instead of rendering them inline on desktop
scroll the transaction review password prompt into view when it is rendered
preserve existing DialogActionsBox button behavior
