On CI the .docusaurus dir is not preserved between runs, so rspack compiles everything from scratch every run then writes a large cache to disk with no benefit. For 7 versions of zh content this I/O was causing the build to hang ~60 minutes and be OOM-killed. CI env var is set automatically by GitHub Actions.
