Introduce verifyCandidate fail-closed sobre Candidate congelado, contratos aditivos evidence/verification v2 y un grafo de assurance derivado con invalidacion selectiva, sin tratar el grafo como autoridad.
Publica K6b (verifier independiente, evidence v2 y Assurance Graph como proyeccion) y marca K6c como next-eligible.
