Across the different dependencies, I've noticed that we're often re-inventing the wheel when it comes to converting cost curves and loss curves between unit systems. Audit and unify to a couple helper functions. We might get some repetition in IOM due to its lack of a PSY dependency, but elsewhere it should be avoidable.
PF PR #449 is the latest one to raise this issue, but I feel like I've seen the same thing elsewhere recently.
