Adds an invariant-based workflow test for the submission API to ensure that teams which are not registered for a challenge cannot submit, even if the challenge phase is active.
Team registration is a core access-control rule in EvalAI. This test helps catch regressions where an unregistered team might still be able to create a Submission object.
This test extends the existing submission workflow test coverage added in the PR Cloud-CV#4984.
