fix: raise hedge-order gate reconciliation timeout to 60s

After this merge, the offchain inventory poll gets 60s, not 10s, to load every Position before it records the broker snapshot. #1564 bumped Position SCHEMA_VERSION from 10 to 11, and that discards every Position snapshot. Idle symbols now replay their full history (SGOV has 31,403 events). So after the 2026-09-30 10:57Z deploy, every poll timed out, and cash and equity rebalancing stopped.

Live effect: broker snapshots land again, and rebalancing runs again. Production already runs 60 from a manual edit at 11:13Z. · Risk: low (production config) · Ships: after a manual step (config-only release)

Decisions

• 60s, not a tighter value, because nobody measured a full load of all positions. 60s is also the inventory poll interval. (prod, staging)
• The tests/fixtures/*-inline.toml files stay at 10. They are frozen migration fixtures, not the running config.

Risks

• A poll that needs close to 60s can overlap the next poll. I did not see this, but I did not test it.
• This does not fix the cause. The gate reconciliation still replays full histories until the Positions get new snapshots. The follow-up is to rebuild snapshots at startup, or to read position_view.

Proof

• Before, at 10s: every poll from 11:00Z to 11:07Z failed with Inventory offchain polling failed error=Position(UnexpectedError(Elapsed(()))). The slowest single Position load took 10.9s.
• After, at 60s (live file edit, bot restart at 11:13:36Z): the polls at 11:14Z and 11:15Z finished in about 17s and 16s. The restart-tainted pending broker re-base skips stopped, and the USDC trigger evaluated again (NoImbalance).
• Not verified: the config validator and CI did not run locally. Nobody ran it on staging.

Rollout

1. Merge, then ship the prod config through the config-only release. Signal: the bot runs the new CONFIG_VERSION, and Inventory offchain polling failed does not appear.
2. Rollback: revert and release. This brings back the failure while Position snapshots are missing.

This PR changes one value in the production and staging bot config: the time limit for loading every Position before the offchain inventory poll goes from 10s to 60s. It also rewrites the production comment to say why. A recent Position schema version bump discarded the snapshots, so idle symbols now replay their full history. That took about 11s, so every offchain poll hit the 10s limit, and the broker snapshots and rebalancing stopped.

Overall read: correct and low risk. The setting is only the deadline around the Position loads in the offchain poll. It is an existing required field, it is typed as a nonzero integer, and the validator has no upper bound, so a config-only release works on the deployed binary. The inventory monitor awaits each poll in turn and skips missed ticks, so a slow poll delays the next tick and cannot overlap it. That answers the overlap risk in the description. The one cost is that the inventory lock can be held longer during a slow load, which is acceptable while the snapshots rebuild. The fixtures that stay at 10 are only compared on per-symbol tables, so leaving them unchanged is correct. No findings.

Panel note: the flash lanes (general and config compatibility) could not authenticate and were dropped. Three other models returned clean reviews, so quorum holds.

@ueco-jb, #1585 has been sitting since yesterday. CI is green, and CodeRabbit and I both approved 3f900a4, but human/reviewed still fails because no human has approved it. The branch is also behind master. Please ask a teammate for an approval, update the branch, then merge and ship the config-only release. Until that happens, production keeps running on the 60s manual edit and not on the committed config.
