The !idp command fetches all groups and memberships from the identity provider (Azure/LDAP) and returns them as one message. Since there is a limit on the size of Matrix messages, it can happen that this message is never sent, because it is too large.
To fix this, we should split the results of the !idp command into multiple messages, but also include some kind of wait to not directly run into a ratelimit.
