Annotate more FeliCa commands with 'hf felica list'

This PR adds annotation for more command types to hf felica list:

• RequestBlockInformation
• RequestBlockInformationEx
• SetParameter
• GetContainerIssueInfo
• GetPlatformInfo
• GetNodeProperty
• GetContainerId
• GetContainerProperty
• Echo
