Action uses `perl-actions/perl-versions` so it automatically includes newer Perl versions without necessity to modify workflows in this repository.

Hand over management of which Perl versions are available to single source of truth action.
As result repository will not need to be updated when new Perl version will be released.
Build distribution step will always be executed with newest available Perl.
