Add smaller stream recording time range options

We've heard from a few stations that they want to record only the local news break out of the full hour. Lets assume 1 news break per hour. And the break is only a few minutes long. We don't need to record full hours for this use case.

Will need to decide on some UI - do we still have the "hours" dropdown, for users that are recording most of the day? Or come up with some other UI that works for both use cases. And the list-of-recordings will need to change slightly, for full hours vs tiny slices.

On the business rules side... I'm assuming they still want this ~5 minute recording to be tied to a day of the week, right?

Per business rules: Yes, the recording should be tied to a day of the week.

I'll also take the the ticket to start to consider the UI of this.
