Mirror the signed DEV PCR snapshot and append-only history from Maple commit
c1db8732b132eebe056d7d07f02dd3d48cb17a2b(MaplePrivacyLabs/Maple#1047). This preserves existing installed clients for the authorized DEV release.The compatibility helper verified all signatures against the existing key, snapshot membership, and every previous legacy history entry. Only
pcrDev.jsonandpcrDevHistory.jsonchange; both production files remain byte-identical. DEV history entries: 155 → 156; production: 154 unchanged.After merge, verify direct HTTP 200 and exact bytes at both immutable and master canonical/legacy URLs. Production deployment remains on hold.
