SimplyP: split TDP:SRP (and PP:PRP) ratio by land cover and provide defaults #23

Currently the SRP fraction is calculated using a global parameter as a function of TDP. i.e. it doesn't change by land cover or reach. However, this fraction will likely be constant within certain sources (e.g. agricultural runoff, seminatural runorr, sewage). We should therefore be able to provide strong defaults based on literature values, and estimate the average ratio for the reach based on the combination of inputs.

The same applies to PRP in the reactive P version of SimplyP.

Implementing this would firstly allow for the fraction of reactive P to vary between reaches, and secondly would estimate how it is likely to vary in a sensible way (removing the need for calibration for every reach).
