rand 0.10 moved random_range (and the other random_* range/bool/ratio
helpers) off the Rng trait onto a new RngExt extension trait. The
synthetic-skills perf fixture generator calls rng.random_range(..) at
three sites; without RngExt in scope the test crate fails to compile.

Pure import addition — the impl Rng function bounds stay valid because
RngExt is a blanket supertrait extension (trait RngExt: Rng).

Unblocks the grouped dependabot bump (tabled 0.20→0.21, ratatui,
rand →0.10) in this PR; tabled 0.21's reworked Charset/ColumnNames
APIs are unused by this codebase, so no other adaptation needed.
