docs: add backlog item 999.1 — GUI hover tooltips for domain terminology#562

Captured via /gsd:capture --backlog. Goal: optional hover/click-to-pin tooltips in the desktop GUI for domain phrases users may not immediately recognise (e.g. 'local override' from machine.toml directory_overrides, 'Owned' vs 'Unowned' skills, the six pipeline stage names). Toggleable via a View-menu setting for users who prefer minimal chrome. Lives in 999.x parking lot. Promote with /gsd:review-backlog when ready.
Avoids a collision with the in-flight phase-27 branch, which already claims 999.1 (per-project config), 999.2 (sync idle hero), 999.3 (stepper dwell time). Sparse 999.x numbering is fine per the backlog convention; 999.4 is the next free slot.
