Fixes #384

Just updating the metadata file for ProLIF:

  • There's no prolif[dev] extra in ProLIF, dev dependencies are now accessed through uv's dependency groups (I don't think there's direct uv support here though right?). Would pip-installing uv and switch to their syntax be acceptable?
  • Also bumped the min python version to 3.10 (was done in earlier releases).
  • I don't know if moving the test dependencies from run_tests to test_dependencies is ok, just sounded logical to me but no strong opinion there.

I don't know how uv-installed packages interact with the conda-forge packages that we are using. I'd suggest merging-as is (as it is working) and then you can experiment.
