Add development user context and statistics

Changes:

  • Add DEV_USER_ID support when auth is disabled
  • Add wardrobe statistics page
  • Add garment wear tracking stats
  • Restore outfit ownership checks
  • Add test seed data (by default it deletes all the other data so only use this if you want to do that, or delete that part of the SQL code)
