Companion to #11987.
This implements the changed versioning scheme @fingolfin and I discussed about two weeks ago. Furthermore, it updates the package distro to 4.15.0-beta1.
I am currently building all of the packages locally to get a working GAP.jl with gap 4.15.0-beta1.
Once we wanna get this into yggdrasil and built for all platforms (after 4.15.0 is actually released), I am gonna split this up into a bunch for small PRs.
