This PR adds support for Laravel 13:

Updated illuminate/* constraints to include ^13.0
Added Laravel 13 to CI matrix with testbench 11.*
Excluded Laravel 13 with PHP 8.2 (Laravel 13 requires PHP 8.3+)
Excluded Laravel 13 with prefer-lowest
Fixed CI to pin Laravel version via composer require illuminate/contracts before composer update
