Resolved. The org-level
TAGBOT_PATwas missing theWorkflows: read & writepermission, so any tag whose target commit modified.github/workflows/**was rejected by GitHub. The permission was added on 2026-04-27, and a re-dispatch of TagBot tagged the listed versions cleanly.
